I think the point is that this recording was made by the National Park Service.
Images or media files that contain material based on a work of a National Park Service employee, created as part of that person's official duties, are a work of the U.S. federal government. Such work is in the public domain. See the NPS website and NPS copyright policy for more information.

I gather that publication before 1923 (not 1924) rules don't apply to recordings, actually. books, music scores/parts/etc., yes, but not sound recordings, which alas will be under US copyright for quite some time yet under law...
